Generalize tech skills and focus them on capabilities

I'm looking into different ways to categorize tech skills. They are currently focused on specific examples, that try to be language agnostic and are easy to evaluate. The underlying assumption with those skills though is that they enable people to solve problem and face situations with autonomy. I'd like to find a better way to measure this and make it more explicit.

I've found two interesting models so far, will do some more research:
