Work on config and perms for drop down for external phone number selection as a normal user

Right now normal users don't even have the option of Outbound Caller ID Name and Outbound Caller ID Number shown to them in the extension settings.
We have had multiple users create a new ext (myself included when I wasn't an admin), and then those fields are left blank making it so that if they call outbound they have no caller ID.

So I propose that if there are a normal users we should provide them with a drop menu with the options of numbers from the Dialplan > Destinations section
