feat(deps): upgrade to crabgraph 0.4.0-pre with TLS CryptoProvider

- Update crabgraph from 0.3 to 0.4.0-pre with rustls-provider feature
- Update reqwest from 0.12 to 0.13 (uses rustls by default)
- crabgraph now provides the TLS crypto backend
