Documentation for manual registration of cloud ingestion startegy through Service Principle as Insufficient permissions on the graph

Could you please add additional documentation for how cloud ingestion stratey could be done manually without Application Cloud administrator permissions?
There's a possiblity that an application can be registered through a service principle in the Microosft graph. But since Cloud ingestion strategy involves creation of Azure functions and also registering these apps in teh microsoft graph I get insufficient permissions error.
