Remediation fails to bring Recovery Vault into Compliance (art of Landing Zone Initiative)

THIS Policy definition is part of the Landing Zone Initiative will not remediate for my customer.

  notEquals: 'Enabled'

Customer assigned the Policy at the MG level and it ran, and it found 5 Recovery Vaults non compliant. We ran the remediation and it did not bring the RVs into compliance. I attached a snapshot of the non compliance.

So I found the area the policy attempts to configure here:

I found that lower button was enabled. But the check box above was not clicked. SO I manually clicked that and the RV came into compliance in the next 30 minutes or so.

Need to understand why remediation didnt work.
