getCloudInfoForCluster throws instead of returning the default CloudInfo

When the auth/metadata endpoint is not implemented or down, getCloudInfoForCluster throws an error while it should return some default CloudInfo.

I encountered this error when running the Kusto Emulator in GitHub Actions (and only in GHA — locally it worked). The workaround for me was to add the following in my setup script kusto.CloudSettings.writeToCache:

        kusto.CloudSettings.writeToCache(`http://localhost:${this._port.toString()}`, kusto.CloudSettings.defaultCloudInfo);
        const cb = new kusto.KustoConnectionStringBuilder(`http://localhost:${this._port.toString()}/`);
        this._client = new kusto.Client(cb);
