Swap out test sample for tests

I made a chr6 test sample that runs in about ~6m and is properly paired so cutadapt can run, providing more complete coverage.

We can also move input links to courtyard over S3 in preparation for the deprecation of the ucsc-bd2k account which hosts the workflow inputs bucket.
