Organization That Creates the Identifier
Use Case Description
Create a new property similar to Ed-Fi's AssigningOrganizationIdentificationCode that indicates which organization created the identifier. CEDS contains the identifier, the system that created it such as the state, the LEA, the school, etc. but has no way to identify the actual organization that created the identifier. For example the State of Oklahoma may have created a Student Identifier, but another state Arkansas may have created a different Student Identifier for that same student. The addition of this property would align well with Ed-Fi and provide an element to capture this type of information.
