Improve hung job detection #49
Description
Currently the sync scheduler will SIGTERM any job that has been running for more than 6 hours under the assumption that the job has hung and will not make further progress. This is suboptimal for some sync jobs which may legitimately take more than 6 hours. Should either implement a configurable timeout per-job or a better method of detecting hung jobs.
