Weekly Comments - implement weekly comments persistent data

Live data is not getting saved to the backend and read back into the front end. May require some changes/additions to the schemas if we don't have a weekly performance evaluation box.

• Backend - weekNotes field (blank for everything currently). This should be an array that gets populated with weekly notes.**
• When you go into Dynamo, you should be able to see the weekNotes updated.
