Archive DataColumnSidecars to the disk

We have BlobSidecars feature with "Path to write pruned blobs" which allows to write pruned sidecars on disk, so users could store old blobs separately, remove it whenever needed etc. We could have similar feature for DataColumnSidecars, though not much sense to backup part of sidecars, it probably makes sense only if we backup whole blobs or "reconstructed" BlobSidecars like in getBlobSidecars (fake proofs to not spend computation etc).

As BlobSidecars feature is not widely used, we shouldn't develop this future until requested by users.
