Include test headers in doxygen workflow #2152

Is your feature request related to a problem? Please describe.
Currently all our test files are not parsed by doxygen.
This is in part desired since at this point we do not want to be forced to document each test class, including SetUp and TearDown (Note: It would be nice to have this, but is considered too much work at the time).
There are however some helper header whose functions should be documented properly since they are building blocks for new tests.
These should be part of our doxygen workflow.

Add all headers in test/ to the doxygen workflow by listing them in Doxyfile.in under INPUT = ... (line 984).
