create GitHub actions to add date and issue number to new issues/PRs

As there is no way to sort issues and PRs by their creation date or issue number in the project view (https://github.com/orgs/community/discussions/8518?sort=old) we could use a GitHub action to copy the issue number and the opening date into custom fields which we can then use to sort issues.
