Configurable Anti-Spam System for EssentialsXChat #6422

I would like to suggest adding a built-in anti-spam system to EssentialsXChat.
It would be great if server owners could configure:
Message cooldown (time delay between messages)
Detection of repeated or similar messages
Blocking or filtering of bad words
Optional blocking or masking of IP addresses in chat
All settings should be configurable through the config file.
