Make PortalFetch fit better in workflow

The current fetching procedure only fetches 1 quarter for each run, and we need to change the settings in the config file and run again, which in my opinion can be improved. 

The next step should be improving the procedure to allow multiple arguments in the config file and run the code once to generate multiple ```.json``` files for different quarters.
