What happened?
vpa-actor is installed even if its clusterrolebinding is not installed which leads to cluster pollution
What did you expect to happen?
vpa-actor is only installed if its clusterrolebinding is installed
How can we reproduce this?
.Values.recommender.enabled
.Values.updater.enabled
are both set to false
