Possibilities when using a downloaded version

Two questions for a downloaded version
1) Can I add more osm tags by adding them to the category,yml file when downloading? Or is it more complicated?
2) Can a change the maximum_categories: 5, to a larger number? What are the downside of doing that, expect for speed?
