Add "Guide" to navigation and "Creating an OpenACR report" to website

This ticket incorporates the new content for "Creating an OpenACR" into the website, which we have decided to put under the primary navigation "Guide".

Refer to the Mural for site map / structure.

Steps to complete this ticket:

• Add a new primary navigation field "Guide"
• Add a drop-down for "Creating an OpenACR report" (there will be more content under "Guide" in the future)
• Change the content of the current page to the new content here
• Make sure the new URL for the page is /guide/create-report

^ These steps may belong in a different order. That is up to the person doing the work.

@mgifford This should move to "TO DO" if possible, because content changes we will make to the editor tool will point people to this new page that needs to be created.
