Automatic version updates

• no longer use of the version.txt file
• first part of the version is inherited from the latest version label
• Add CI jobs to bump version number automatically:
  • for each push to main: update minor version (x.Y)
  • for every closed milestone: set version number to milestone version

Also check if the webhook is correctly triggered and the server rebuild.
