Monitoring - Generate completeness reports

Write code that generates a completion report. The completion report should detail which burst products and scenes have not been processed (e.g. due to failure) or have not been indexed into the open data cube (odc) for an area of interest and time period assessed. These report should be accessable by another process that reads them and submits jobs to rectify the missing products.
