fix: remove all individual assignments and empty comments (#13762)

folks have moved on and this should stick to teams, some of the teams are no longer in operation either, but we should audit that separately. this removes assigning individuals to issues at the minimum. 

this should ultimately be migrated over to GitHub functionality but this resolves individuals getting assigned at the minimum.
