feature request: add github action to release ubuntu deb installer

It would be nice to install taskwarrior directly with a deb file from the release page, without going through the painful toolchain setup.

Currently the deb version lags behind, which is common in non rolling releases like ubuntu, especially for the LTS versions.

I'd prefer to get Debian updating again (#3769)! Installing from a downloaded .deb is a little harder than just apt install task. That said, there's no harm in doing this -- a PR would be welcome!
