[AI] AWS Local Zones need to be added to the region metadata #120

AWS just announced the they have NVIDIA NVL72 water cooled rack available in their Dallas local zone. These are managed by a host region, in this case us-east-1 in Virginia, but the zone itself is based in Dallas so we need to get a list of local zones and their locations to add. So far this data does not appear to be available in tabular form, and PUE, CFE etc. data is not provided.
