Overhaul accelerated onnxruntime installation and inference provider selection

Habitat-Mapper makes too many assumptions about user hardware that results in errors about missing CUDA drivers #155
Furthermore, users may have alternative accelerators that are not being utilized (e.g. Apple CoreML, and ROC-M) which would be nice to support (e.g. #163).

Some effort should be made to resolve these issues.
