meas generation and error threshold file

make a file which would have measurement generation noise values and for that noise it would also have estimator RMS error threshold values
The test scripts would read from that file and check the algorithm

Problem is that the error thresholds are greatly influenced by the noise in the generated measurements. We need to have one place that  would contain noise parameters and error thresholds
