Windows 98 dont work at modern igpu/gpu

I tried my amd athlon 200ge igpu which is vega 3 radeon then i tried windows 98 and installing softgpu which the right driver then it rebooted after it reboot it just blue screen without font which how can i fix this i tried all windows 98 patch it wont work even patchmem. does my gpu support vesa driver.
