MassiveLock - Dispensers/droppers not dropping items.

Describe your Environment

• Server Version: Paper 1491 (1.12.2)

Steps to Reproduce this Bug

1. Set up the lock.
2. Turn redstone on with '/lock edit redstone on'
3. Lock the dispensers/droppers.
4. Trigger the redstone.

Observed Results

Locked dispensers/droppers don't drop any items, or spawn mobs, as we need it to, when using redstone dust.
However, if you use a redstone torch, comparator, or a repeater to trigger the dispenser/dropper, then it will work just fine.

Expected Results

Locked dispensers/droppers dropping items and spawning mobs as they normally would, without the use of redstone torches, comparators, or repeaters to activate them
