[Badge] new component #63
Description
The problem
Can we incorporate a badge to show if there are tabs that have an alert of some sort? It would replicate how we show them in our main navigation (superscript). I am seeing a lot of this happening and it would be good to bake into the component.

Add a badge to Tier 1
