[Bug]: Transaction Details - Gas modal doesn't appear when clicking Speed up/Cancel tx, so not able to perform this actions

Transaction Details - Gas modal doesn't appear when clicking Speed up/Cancel tx. Before, the Edit gas form was displayed so we could edit it.

Note that once this bug is fixed, there's another issue with the gas modal itself, to be resolved --> see here #25507

1. Perform a tx with low gas
2. Click tx details
3. Click Speed up -- see no gas form appears anymore

@bschorchit adding a release-blocker as this is seems a regression, and the complete flow for Speed up/Cancel is broken. Once this issue is fixed, there's another issue with the gas modal above, which also breaks the flow
