Modifier for more accurate drag-items

Hi there,

I am using your drag n' drop library in one of my bigger projects and noticed an issue that I have. I want to be able to make only a portion of the Composable draggable. A draggableHandle modifier could help to create drag zones inside of a composable.

My example:

Here you can see a composable with controls and a handle on top, but the current DragAndDropItem will drag on clicking / holding the controls too.

Also, I forgot to mention that I made the handle clickable, so it wouldnt be a good candidate for the "requireFirstDownUnconsumed"
