Since the driver and main program were moved under ufs-weather-model, should this repo move into a read-only state?

Other applications that are using this repo include:

• Space Weather (WAM-IPE)
• Coastal

In figuring out the future of this repo, those apps need to define the way forward in terms of handling the main program and the top-level driver.

We think that the read-only state would be more appropriate, given that i) these two applications are still using the NEMS repository; ii) they are not committing code changes back to the NEMS repo.
