[v2.1.3-2.1] [rrfs-mpas-jedi] RT system changes (#1278)

* Changes for ursa real-time runs
* add graph partition for 3200 cores
* More RT changes and bug fix for getkf
* Remove recent changes
* Fixing GEFS retro data path on Ursa
* Restore stream_list.atmosphere.da_state and wait for further testing results on this change
* not add the partition files here
* Linking more partition files for conus3km
