Regrid ERA5 forcing to eORCA1 for performance reasons

At eORCA1 regridding forcing data on the fly is the limiting factor in model performance. With ERA5 forcing 1/3 of the elapsed time is spent in the sbc routine:

If eORCA1 is to be used regularly or extensively then a regridded set of forcing would yield a significant performance gain.
