CAN Message Priorities

Description

We are adding fault crit/noncrit which prioritizes the osQueue. Lets do the same for can messages.

Acceptance Criteria

• Can specify crit/non-crit
• Critical can messages added as needed.

Proposed Solution

Add a way to specify a queue_can_msg is a high priority message, such as most relating to torque and state machine.
