RE Min Production Target does not function as expected

The REMinProduction parameter, with the RETagFuel and RETagTechnology does not perform as expected. It requires production of any fuel to be from renewable energy but is not enforced per fuel.

@willu47 - can I add Tom Alfstad to this issue? He's active on the OSeMOSYS/OSeMOSYS issue but I can't seem to tag him on this one...

And, it would be good to define how these should work. Some things to consider:

1. Can we define a group of technologies or fuels that need to meet a target?
2. If plant A in region X produces renewable fuel in region X, and plant B in region Y produces fuel in region Y, how is that considered? Can we create groups of fuels and plants?
3. Per the OEP [OEP] Renewable Energy Capacity Constraints OSeMOSYS#107 - can we create a generic structure that can be used for both capacity constraints and generation constraints? Or are they separate sets of constraints (but similar structure)?
