DMS `.raw` file helpers

I have several functions that fetch files from the SIC... folder in DMS. This folder contains the MASIC file processing results, and are useful when writing reports. From existing PNNL.DIA.utils function, I'll rewrite these helpers to anyone can use them. They include:

• getting TIC/BPI for plotting
• Getting MSMethods files for documenting experimental parameters
• Plotting DIA windows from single CV/no CV DIA MS methods.
• Including examples of how I use them in quarto documents.
