Investigate whether the PDG version of py3dtiles will work

Currently the only versions that work are after 522ce61a since that's when merge_from_files() was introduced.

In the future this should work with the PDG version for internal consistency and codebase control reasons.

@iannesbitt, in case you'd like to coordinate, I believe @julietcohen's long-term goal is to update viz-3dtiles and our version of py3dtiles to make use of the newest releases from Oslandia

Still an issue, and we need to figure out a way on how to upgrade the py3dtiles package. Potentially something @alonakos or I can work on based on available cycles.
