test: create failing tests for simulate league button

Taking a TDD approach, test the buttons functionality if it was working. 
- Test that button is disabled on click and has appropriate text
- Test the button updates year in league
- Test the button can be used multiple times
- Test the button handles errors gracefully
- comment out tests before PR to integrate through CI
