RIAssigner: add tabular to supported input formats

Either add this to the CLI in the package or just symlink the .tabular file to .tsv before calling the CLI to handle this case. Fixing it in the package CLI would of course be nicer but that would then also require a version update etc. - which maybe also wouldn't be bad, given the tool hasn't been updated in a while and maybe the dependencies could get an update.
