Add Permissive and Restrictive JSON Schema Files

We need to add both permissive and restrictive JSON Schema files for DD 1.7 and 2.0.

Here are the permissive and restrictive files for DD 2.0.

@mohit-s96 this needs to be updated with current schema once we get done with the QA portion of the tasks from Cert Utils.

We should also consider making a version without the @reso.context requirement so that those who use this schema natively, but not with RESO Common Format conventions, can validate their data.
