Group parsing error when a group is member of a group (standard 2.5.1 SRM message)

The parser thrown an "Message is missing required segment RGS" on one standard SRM_S01 message.

Got it :

The standard indicates the order :

RESOURCES
   SERVICE
      AIS
   GENERAL_RESOURCE
      AIG
   LOCATION_RESOURCE
       AIL
   PERSONNEL_RESOURCE
      AIP

which means, as the Parser currently works, that AIP must be after AIL if any AIL and AIP are set for one RESOURCE.

So, from the parser point of view, this is correct :

and this is not :

A this time, I didn't found any information about the need to respect the segments order regarding to parent segment group order in case the parent segment group is in one main parent group.

So the question is :

• Are the example given by the standard (from 2.5. to 2.9) wrong ?
• Should the Parser be corrected to not care about sub-group's segments order (GENERAL_RESOURCE, LOCATION_RESOURCE, PERSONNEL_RESOURCE) ?
