[FEATURE] When in portable, only generate .quicknote folder in CWD when creating notes

I've been using Quicknotes for a little bit now only to find out that the plugin will generate a folder each and every time I open up neovim if the folder doesn't exist, could there be a option to only generate the folder when you attempt to create a note?

@ScarsTRF I created a fork and have this on a branch here if you would like to test it out and see if it works in all your cases. I am still doing my own testing.
