Could not connect to azure.archive.ubuntu.com:80 (52.147.219.192), connection timed out

I am connecting to my private VM on NIH network (VPN).

I expect to be able to update/install packages with apt.

However, when I run the command to update (sudo apt update/install), the connection to azure.archive.ubuntu.com fails.
