Develop `test` suite further

Given the second part of bulk changes in implementing factory class for budgetools, compile the tests for these.

It'll also be wise to segment these different functions/objects into their module instead of all of the functions being within main.py.

A 'conftest.py` doesn't seem necessary at this point but could be integrated based on some developments...
