Make DrawImage can draw each frame of the foreground onto the background

The current implementation only draws the base image onto the background, its inconvenient to draw each frame if the foreground is animated.

I provided a solution in #2995, I added an implementation for drawing frames and added repeatCount parameter to the method to control the number of animation loops.
