Make this a template repo

This repo is nearly at a stage I'm happy with for being ready to usably run. I think it's best to turn this into a template so others could repeat the logic for other event schemes.

Made this repo a template, if you use it as a template you lose all history! Which would be annoying for bringing in future patches. Should add documentation on using as a template/fork:

• Need to change baseurl in _config.yaml
• Need to configure action permissions to read/write
