How do we clarify the docs about input var and env vars? #1000

They're really mixed up right now. Ideas:

2 sections about env vars. 1 for arbitrary variable-setting env vars. 1 for magic env vars. Put all the magic names in the env vars section. Mark which can be used by which kind of test. Say that in GitHub-type tests, the magic names go in the inputs.
