Is there a better term to use than "interview"?

For the "Can I use this interview" heading:

• Can I use this tool?
• Can I use this form?

For the button label:

• Start the form
• Complete the form
• Fill out the form

I think "tool" is good, and we should add to our style guide some text like ILAO's: "This program tool will help you make your court forms."

Reopening because I don't think this is solved. Reflecting my comment on #127, I don't think renaming interview to tool is actually more user friendly. I'm not sure it's any closer to matching our language to the user's goal.

Maybe the button label should just be Start or Get started. Or maybe Use tool. (I think the reason Start tool sounds wrong to me is that we generally talk about using tools, not starting them.)
