DR-DOS WinBolt/WinGlue reportedly supported running Win9x from DR-DOS.

It's a long shot, but one can hope you can accomplish that one day.

There are some crumbs of information here, such as:

Supporting that will allow using COMMAND.COM from another DOS as main SHELL (along with any other executables packaged with PC DOS, MS-DOS, etc.), the opposite of #25.
