`tailwind:upgrade` command

Running attempts to update your config to the latest version on your branch.

• 3.2.1 would upgrade to 3.4.17 (assuming this is latest 3.x)
• 4.0.1 would upgrade to 4.0.9 (assuming this is latest 4.x)

If using a custom binary, throws exception.
